Regular Meeting

February 18, 2008

 

Call to Order

 

The meeting was called to order at 5:30 pm by David Hooper. Other members present were Bob Haugh, Loren Williams, Butch McLean, George Ehlinger, and Mike Tarlton.  Also present was Town Manager Brad Lambert and Zoning Administrator Don Fulkerson.  Town Clerk Karen Daniels recorded the minutes.

 

Adopt Agenda

 

The Board agreed to add VI. Old Business - Item (C) Recreation Committee Report and Item (D) Discussion of Tabled Proposed Changes to the Zoning Ordinance to the agenda.    Member Williams made a motion to adopt the agenda as amended.  Vice Chairman Haugh seconded the motion.  The members agreed unanimously.   

 

Approval Minutes

 

 

Member Tarlton made a motion to approve the January 22, 2008 Special High Quality Water Meeting Minutes.   Member Williams seconded the motion.  The members agreed unanimously.

 

Member Williams made a motion to approve the January 22, 2008 Regular Scheduled Meeting Minutes.  Member McLean seconded the motion.  The Members agreed unanimously.

Old Business

 

  1. Discussion and possible action on recommending new member of Planning Board to Town Council – The Board reviewed three (3) letters of response to the January 28, 2008 letter from the Planning Board requesting additional information regarding qualifications to serve on the Planning Board.                   

Member Williams made a motion to nominate David Ehmig to the Town Council for membership to the Planning Board.  Member Tarlton seconded the motion.  The motion carried five (5) to one (1). – OPEN -   

 

  1. High Quality Water Discussion – Bob Haugh – After a brief discussion, the Board agreed there are enough regulations in place by the County and State regarding High Quality Water.  – CLOSED -

 

  1. Recreation Committee Report – Loren Williams – Loren reported the Recreation Committee had a good meeting today with their colleagues from ASU.  He said there had been two hundred forty four (244) Seven Devils Recreation Needs Assessment Survey Forms returned.  He then reviewed some highlights of the surveys results with the Board.  He told the Board the next meeting of the Recreation Plan Committee will be March 17th and ASU will be presenting a much more detailed analysis on the survey.  He said the Recreation Plan Committee will probably be formally inviting the Planning Board, Town Council and Tourism Development Authority to this meeting.  He told the Board a copy of the survey will go out in the next ECHO.  Loren said they are hoping to put together a Draft Recreation Plan to present to the Planning Board in May.   
  2.  Discussion and possible recommendation for modifying Zoning Ordinance – Chairman Hooper stated at the last Planning Board meeting this item had been tabled. 

 

Chairman Hooper made a motion to remove the proposal by David Hooper and the Zoning Administrator for modifying the Zoning Ordinance from the agenda.  Member Ehlinger seconded the motion.  The members agreed unanimously. – CLOSED -          

 

New Business

  1. Discussion of Conditional Use Permit process – Bob Haugh – Vice Chairman Haugh said he does not feel the Board of Adjustment is the body to deal with planning.  Member Ehlinger agreed and said before anything goes to the Board of Adjustment it should first go through the Planning Board for discussion so they can make a recommendation to the Board of Adjustments of whether or not it is a good plan.  Vice Chairman Haugh said they need to put in place a format that allows them to develop a plan and conditions.  Member Ehlinger said the Planning Board will need to make a recommendation to the Town Council that Conditional Use Permits be submitted to the Planning Board and there will need to be a public hearing.

       

  1. How can we improve our planning process? – David Hooper – Chairman Hooper said after the last Town Council meeting he felt like the planning process needed improvement.  He reviewed a proposal for project planning meetings to be held by the Seven Devils Planning Board and noted these meetings would have to be open public meetings but that he would like to see the Town Council, Board of Adjustment and other come to give input.  Member Williams said he liked the basic idea but would like to see some modifications.  He suggested the title be Informal Non-BindingVoluntary Project Discussion and Review and that this become a regular agenda item at every Planning Board meeting.  He also suggested having the Town Council and Town Attorney review any ideas they may have.  The Zoning Administrator said by ordinance, the preliminary conference is currently set up to go to the Board of Adjustment and it sounds like you want to make the preliminary conference to be a Planning Board meeting and invite the Board of Adjustment and Town Council.  After a lengthy discussion, the Board agreed for Chairman Hooper and the Zoning Administrator to work up a proposal to present to the Town Council for review.  The Board agreed to review this proposal at the next Planning Board meeting.
