Planning Board Minutes

Regular Meeting

December 17, 2007

 

Call to Order

 

The meeting was called to order at 5:32 pm by Chairman David Hooper. Other members present were Vice Chairman Bob Haugh, Loren Williams, George Ehlinger, Mike Tarlton and Sarah Manning.  Absent and excused was member Butch McLean.  Also present was Town Manager Brad Lambert and Zoning Administrator Don Fulkerson.  Town Clerk Karen Daniels recorded the minutes.

 

Adopt Agenda

 

The Board agreed to add to VII.  Old Business (D.)  No more Laurel addresses.  Chairman Hooper told the Board there are three members George Ehlinger, Bob Haugh and Sarah Manning whose terms are up this month and Sarah has requested not to be on the Planning Board in 2008.  The Board agreed to add to VIII.  New Business (A.)  Renewing old members and adding a new member for 2008.

 

Member Williams made a motion to adopt the agenda as amended.  Vice Chairman Haugh seconded the motion.  The members agreed unanimously.  

 

Approval of Minutes of November 19, 2007 Regular Meeting.   

 

Member Manning made a motion to approve the November 19, 2007 regular meeting minutes.  Member Williams seconded the motion.  The members agreed unanimously.      

 

Citizen Comments

 

Tom Bookstaver stated he would like to speak on behalf of the Fire Department regarding the Laurel addresses.  He pointed out a map that showed Laurel off of Green View and said that all the other maps show Laurel off of Snowbird Lane and nothing is off of Green View.  He said he just wanted to note that according to one map there are two Laurel's.

Old Business

 

  1. Set up meeting with Joe Furman of Watauga County Planning to discuss High Quality Water activities – Bob Haugh – Vice Chairman Haugh stated he had discussed dates with Joe Furman and Joe would like the meeting to be in the afternoon on January 23rd or 24th.    The Board suggested the afternoon of January 22nd prior to the regular scheduled Planning Board meeting.   Vice Chairman Haugh said January 22nd had not been good for Joe but he would call Joe and discuss January 22nd, 23rd, and 24th.  Chairman Hooper encouraged all Planning Board members to be prepared with questions they may wish to ask Joe Furman at this upcoming meeting.  - OPEN -                                                                                                             

 

  1. Committee Report – Recreation Plan for Seven Devils – Loren Williams – Member Williams said the Seven Devils Recreation Plan Committee had a good meeting today.  He said they had accomplished two things.  They recognized the fact that they keep getting tempted to spend time on recreational activities they are especially interested in and how to bring them about and forgetting that their task is to develop an overall recreation plan.  He said once we recognized this we got back to work and reviewed the materials we had put together for a survey of town residents.  We then agreed on content and format for the survey and it is now my responsibility to take this information and work with Dr. Erik Rabinowitz and the Town Manager to get this survey ready to distribute to the town residents sometime after the New Year.    - OPEN –

 

  1. Set up workgroup with Town Council to discuss modifying Zoning Ordinance to create team work with the Town and Hawksnest- David Hooper - Chairman Hooper said this subject came up at the last Town Council meeting suggesting we get together a workgroup between the Town Council, Planning Board and Cottoms.  After discussion the Board agreed to tentatively set this workshop up for January 23rd at 2:00 pm.  – OPEN –

 

  1. No more Laurel Drive addresses – David Hooper - After discussion, Chairman Hooper requested the Town Manager handle this item.  – CLOSED -  

 

New Business

 

  1. Renewing old members and adding a new member for 2008 – David Hooper - Chairman Hooper stated the Planning Board has three (3) members; George Ehlinger, Bob Haugh and Sarah Manning whose terms expire this month.  He said Sarah has submitted a letter stating she does not want to be reappointed which will leave the Planning Board with an opening for a new member.  Chairman Hooper said the Planning Board will need to submit a recommendation to the Town Council regarding the reappointment of the other two (2) members.      

 

Member Tarlton made a motion the Planning Board recommend to the Town Council that Bob Haugh and George Ehlinger be reappointed to the Planning Board for two (2) more years.  Member Williams seconded the motion.  The members agreed unanimously.

 

The Board then discussed persons who had voiced interest in membership on the Planning Board.  Chairman Hooper agreed to contact interested parties and request they submit a letter to the Planning Board for consideration of membership. – OPEN -

At 5:56 pm Member Williams made a motion to adjourn.  Member Tarlton seconded the motion.  The members agreed unanimously.
